This past October, Delaware took a big first step forward in helping families across our state. Last year, Delaware was named one of the worst actors in the nation for tacking fines and fees onto criminal convictions or delinquency adjudications, ranking 47th out of 51 jurisdictions. No more. On Oct. 3, Gov. John Carney signed House Bill 244, making big changes for justice-impacted people around the state by addressing the harmful effects of these fees and fines.
Philadelphia, PA (December 1, 2022) – Yesterday Philadelphia Mayor Jim Kenney signed an executive order officially creating the Philadelphia Office for the Youth Ombudsperson. Housed under the Office of the Inspector General, the OYO will provide additional oversight over the City of Philadelphia’s child welfare, juvenile justice, and behavioral health systems with respect to youth who are residing in Residential Treatment Facilities (RTFs) with a goal of continuing to improve the safety and quality of services. It will exist under the Office of the Inspector General.

Youth advocates on Tuesday called for a revamp of Philadelphia’s juvenile justice system to deal with an overcrowding crisis at the city’s youth detention center.
On Tuesday, November 15th Juvenile Law Center hosted a press conference outside of the Juvenile Justice Services Center located in West Philadelphia, along with coalition members from Youth Empowerment for Advancement Hangout Philly, Youth Art & Self-Empowerment Project, Care, Not Control, the Philly Defenders, and the Youth Sentencing & Reentry Project.
An issue as serious as sexual violence requires a response rooted in evidence. A common response nationwide is the practice of placing youth on sex offender registries. However, this fails to advance public safety or prevent sexual violence and has devastating consequences for registered youth and their families.
