U.S. District Judge James Peterson in June found that inmates' civil rights were likely being violated and ordered changes to how the prison complex operates. Other lawsuits are pending and criminal prosecutors have been investigating the facility for more than 2½ years.

Peterson issued his ruling as part of an ongoing lawsuit brought by inmates who are represented by the American Civil Liberties Union of Wisconsin and the Juvenile Law Center.
