Janes: How Gov. Scott Walker can reform Wisconsin's youth prisons

"Research on adolescent development taught us that children are not just miniature adults. They make decisions differently, respond differently to incentives, and most importantly, they have an incredible capacity to grow and change. As any parent can tell you, teenagers do not typically excel at long-term planning. So, we created incentive programs with short-term, obtainable timelines.

For example, we would tell our young people, if you stay on track in your programming all afternoon and don't commit any rule infractions, then you can go to a basketball game or have movie night this evening."
