Harsh practices aren't necessary to manage behavior in juvenile facilities

Disability Rights Iowa released a scathing report on conditions at the Boys State Training School. Based on a multi-year investigation, the report describes the facility’s routine reliance on seclusion and restraints, its lack of mental health services, and the absence of meaningful oversight or accountability.
