In 1991, Juvenile Law Center co-counseled a class action lawsuit challenging abusive conditions at the state-run Youth Development Center in Bensalem, PA.
The case settled in April 1993, requiring implementation of a detailed plan of correction. A few years later, the state decided to close the facility.
