This publication examines the right to—and the need for—counsel for children in the child welfare system. The culmination of a two-year study in Pennsylvania, this manual addresses why lawyers for children matter and describes ways to improve the quality of legal counsel representing children. An overview of the dependency court process, a review of applicable laws, and American Bar Association standards of practice are also included.
