This publication examines the right to and need for counsel for children in the child welfare system. The culmination of a two-year study in Pennsylvania, the manual addresses why lawyers for children matter and ways to improve the quality of legal counsel representing children. An overview of the dependency court process, a review of applicable laws, and ABA standards of practice are also included.
